Both Whey Protein Isolate & Hydrolyzed Whey Protein (Hydro Whey) are types of whey protein. They are both high quality complete proteins. Before we compare their uses and benefits, let us look at how both are made and some basics.

How is whey protein made?
Whey and Casein are separated through the cheese making process. Either enzymes, heat or acids are added to liquid milk to begin the coagulation process. Generally, Rennet is added to milk to allow Casein and Whey to separate. The Casein will begin to thicken, which allows the Proteins to divide. From there, the liquid Whey is then pasteurized, then dried.

Is a broken down or partially digested form of whey protein which is quick absorbing. Hydro whey could be made by using either WPC or WPI.

Depends on whether WPC or WPI was used to make the hydro whey. If WPC was used then the protein percentage could range anywhere from 35-80%, could have more of other things such as carbs, fats, minerals, etc. On the other hand, if made from hydrolysing WPI then it will have upto 90% protein and very little carbs, fats, etc.
Taste
Hydro whey as an ingredient, by itself, is bitter in taste. Typically, products that are 100% made with hydro whey will have unique recipes crafted to mask the bitterness of the protein source.
Absorption
Although all types of whey proteins are considered as fast digesting, hydro whey is even quicker digesting due to it already being hydrolysed/partially digested.

Hydro whey is technically most refined/processed form of whey protein. It is an expensive ingredient thus hydro whey protein powders tend to be even more premium than WPI powders.
